Minor league assignment ( This is a change from the original rules) After the MLB draft each owner will be allowed to establish a minor league system. Your minor leagues will have a maximum of 20 players at 200,000 per player (Minor league salary cap of 4 million, this is in addition to your 120M 40 man roster salary cap) However if you promote a player on your minor league roster, you have to have the available roster spot and the available Cap to be able to pay that player the MLB min. of 400,000.
We will not have a draft for minor league players, each owner will have the ability to protect any player from their 2 franchises that has not been drafted to his minor league system as long as that player is below 50 innings pitched or 150 at bats in the MLB at the end of the previous MLB season.
Example: If you draft the Cincinnati Reds as one of your franchises, and you know you want Billy Hamilton, you have to make the decision to use him as one of your 12 initial Keepers or risk him being drafted by another team during the MLB draft.
Example: If during the season one of your minor league players is promoted in real life and has achieved 5 games at a position you can promote him to your 40 man roster and place him in your lineup. If your 40 man roster is full and you have another player that is minor league eligible as of that day ( less than 150 AB's or 50 innings pitched) you can promote one and send one down.
At the end of the season any player on your minor league roster that during the season reached his 50 innings pitched or 150 AB's, has to be promoted or outright released.
